ROAD FRONTAGE.

Mr. Davidson, in his private letter of the 16th August,
1927, to Mr. Hallifax, says:-

"To his (Mr. Kwik's) complete surprise after
"the sale he discovered that it had been decided
"to move the road in such a way that he would be
"deprived of nearly all his frontage to the road.....
"With astonishing good temper he did not attempt
"to insist on his legal rights.
but entered
"into negotiations with the Government to acquire
"the intervening land."
Apparently what happened was as follows. On 18.4.22
the Hong Kong Electric Co., Ltd., applied for an extension to the
westward of their property, M.L.321, in order to provide additional
space for storing coal against another strike: The Director
of Public Works addressed the Government on this application on
7.6.22. There was an objection to an extension westward and the
Director of Public Works suggested that Ir. Kwik might be willing
to give up part of the west side of M.L.430 and take instead at
the price paid for M.L.430, 75 cents, the area generally known as
"A", or that area and area "B". This of course would have
involved closing part of the old Shaukiwan Road, but it would have
been closed only in order to sell the land to Mr. Kwik. The
Director of Public Works (Mr.Perkins) explained to Mr. Marsh
(Hong Kong Electric Company) "that the whole scheme was dependant
on agreement by the owner of M.L.430 to the scheme and of course
approval of Government". The Hong Kong Electric Company and
Mr. Kwik discussed the matter at several meetings but no agreement
was reached, and on 30.10.22, Mr. Kwik intimated to the Director of
Public Works that the negotiations were at an end. In the meantime
Mr. Kwik had applied through Messrs. Little, Adams and Wood on
3.7.22 for areas "A", "B" and "C" and the area covered by the
proposed new road between "A" and "C". The dates are probably
